"Slow startup" lights purposely turn on dim, then brighten. Think bathroom in the middle of the night. It's easier on your eyes not to get blinded with the flick of a switch like with regular bulbs.

I no longer have a use for them so giving them away.

CFL bulbs have a built-in ballast that warms up before the bulb reaches full brightness, which is the normal cause of a slow startup.
